I've had this hardcoded for my usergroups in vB3.0 and now seems like an appropriate plugin.
What this plugin does: Allows you to set the PM max character size per usergroup (just like PM quota), so it could be unlimited to some groups, and limited to others at various sizes.
Installation:
1. Upload bitfield_pmcharmax.xml to includes/xml
2. Upload pmcharmax_install.php to admincp
3. Import the plugin file (vbulletin-pmcharmax-plugins.xml) through the admincp plugin interface
4. Run pmcharmax_insdtall.php in the admincp directory.
That's it. Now you can set the max size for PM's in the usergroup section of the admin panel. (Default 3000)
