The purpose of this modification is to allow the administrator to edit and re-order the settinggroup table data (i.e. groupname, displayorder and if it is volatile). vBSettings will allow you to reorder the options so that the ones you commonly modify are at the top of the list while those you do not modify as often are set more to the bottom of the list.
vBSetting will also allow you to add new setting groups to the settinggroup table (for those of you that hack your board often). vBSettings isn't an overly large hack/modification, though it does its job well and hopefully will provide some use to a few administrators
