IMG tags per usergroup per forum

This hack allows control over the user of IMG tags per usergroup, per forum. That means you can control exactly which people are allowed to post images and where.
There are a couple of small disclaimers. First, the settings page for this in admincp does not make use of phrases. Second, you may run into a problem with users editing their own posts if they have the mimetex hack installed, their usergroup is set to 'view only' for that forum, and they are using the WYSIWYG editor. Other than that, it seems to be working pretty much perfectly (been running for a week now with no other noticed problems). -- Description For every usergroup, for every forum, there is a setting which governs whether or not that usergroup can post images, just view them, or whether the behaviour defaults to whatever the forum is set to. In admincp, go into the usergroup manager. In the dropdown list for each usergroup you will find a new option called 'IMG tags per forum'. When you choose this you will be taken to a new page. In this new page, you will see a list of the forums, and next to each forum a radio button with three options (and handy 'all' buttons at the top so you don't have to go through them all one by one). If you select 'post and view', that usergroup will be able to use IMG tags in that forum irrespective of whether IMG tags are switched on or off in that forum. If you select 'view only', that usergroup will be able to see images embedded in posts posted by people who have the ability to use IMG tags in that forum, but they won't be able to post images themselves. If they try, the image will just be a link rather than being embedded in the post (the IMG tags are replaced with URL tags. If you select 'forum default', the setting for that forum for that usergroup goes by what the forum's IMG tag settings are, i.e. if the forum has IMG tags off, they won't be able to post images, if it's on, they can. -- Screenshot 1: IMG tag settings for the administrators usergroup Screenshot 2: User 'a' has 'post and view' set for this forum, user '1' has 'view only'.
