This mod add 2 new permissions to moderator options:

Permission to move threads, when threads management disabled. For example, you don't wish to allow moderators edit posts, but wish to allow them move threads.
Permission to edit sticky threads. The same reason. Useful for FAQ.

I don't know, if this mod will be useful in your case. IMHO, strict limitations allows to minimise harm, that can be caused by unexperienced stuff.

How to install

Upload file from appropriate folder
Import product XML
Go to moderators list (ACP), and change options.
