Credit goes to zylstra on this one. Unfortunately his mod hasn't worked for a while since human verification for guests was introduced. It was an easy fix so here's a working version.

Q. The quick reply box isn't showing for guests
A. Make sure your forum permissions are set up correctly to allow the unregistered/not logged in usergroup to reply to threads in that forum.
