This requires antialiasis' Personal Notepad for 3.7 in order to run and at minimum 3.7.
Personal Notepad is just that - a personal notepad.
This add-on extends the functionality of that to make it public-viewable as a few sites have (such as custom-made bulletin boards).
Now if you want, you can use this as a public notepad for whatever you want your users to see.
